Policy and advocacy
User Representation
A voice where it matters
Digital policy is often shaped by governments, regulators and industry. INTUG ensures that the perspective of users is part of that conversation.
For over five decades, we have represented business users in international policy discussions — bringing real-world experience into environments where decisions are made about connectivity, regulation and digital infrastructure.
We translate the needs of organisations into clear, actionable input for policymakers and regulatory bodies.
Policy In Action
Turning user needs into clear input that helps policymakers make better decisions for digital markets and infrastructure.
REGULATORY VOICE
Turning User Needs Into Digital Policy
INTUG connects real business experience with policy discussions, helping shape regulation, standards and digital markets around the practical needs of users.
Bridging policy and practice
At the heart of INTUG’s work lies a simple principle: policy must reflect reality. Businesses operating across borders depend on reliable, interoperable and cost-effective digital services. Yet in practice, they still face fragmentation, inconsistent regulation and barriers to innovation.
INTUG works to close that gap — connecting policymakers with the operational realities of organisations that rely on digital infrastructure every day.
This includes long-standing engagement with institutions such as the ITU, OECD, the European Commission and BEREC, where INTUG contributes to discussions on regulation, standards and market development.
Driving change through engagement
INTUG’s advocacy is grounded in practical experience and long-term commitment.
One of the most visible examples is the organisation’s work on international roaming. Already in the late 1990s, INTUG identified excessive pricing structures and their negative impact on businesses operating internationally. These insights helped build momentum for regulatory change and contributed to the broader movement towards eliminating roaming charges.
Similarly, INTUG has consistently highlighted the importance of competition, transparency and interoperability — key conditions for a healthy digital market.
Key policy priorities
As a global community, INTUG’s mission is multifaceted, aiming to significantly impact the international ICT and Telecommunications sphere. Its objectives include:
- Contribute to international ICT and telecommunications policy: INTUG helps shape global strategies so the needs of business users are included in key policy discussions.
- Share knowledge across participating organisations: INTUG provides a platform for members to exchange insights, experience and best practices on priority issues.
- Identify and communicate user requirements: INTUG gathers key user needs and brings them clearly to policymakers, regulators and industry influencers.
- Expand global participation and engagement: INTUG works to grow its international network, bringing more organisations and perspectives into the conversation.
These foundational elements of INTUG’s mission are geared towards fostering an inclusive, effective, and user-focused global ICT and Telecommunications ecosystem.
”Digital markets must be open, competitive and transparent. Users should have real choice, reliable services and the ability to operate seamlessly across borders.”
